Among other things, the Commission is responsible for improving financial literacy of the public and is actively working to strengthen cooperation with local and central authorities. In addition, the NSSMC, together with other state bodies, is responsible for approaching opinion leaders, market experts, and the media to get them to effectively disseminate knowledge.

These measures are aimed at institutionalizing, expanding, and coordinating the efforts of all stakeholders to systematically raise the level of financial literacy among the general population.

The updated Strategy addresses current challenges, the educational needs of target groups, as well as takes into account experience in implementing educational initiatives, and successful international practices. This will contribute to more effective achievement of strategic goals to improve the financial literacy of the Ukrainian population.

What changed?

The main changes in the updated Strategy deal with the revision of deadlines for the implementation of measures, the updating of the scope of work, and the list of responsible institutions.

The revision of the deadlines for almost a third of the Strategy’s measures occurred due to several factors. First, the risk of insufficient resources following the first year of the Strategy’s implementation came true. This was caused by a reduction in funding for educational initiatives due to a change in donor priorities and/or the redirection of funds to more important areas, in particular those related to strengthening the country’s defense capabilities.

Secondly, considering the results of year 2024 — the first year of the practical implementation of the Strategy — a decision was made to expand the scope of tasks for a number of measures. This will make it possible to achieve better results by creating effectively targeted educational products and by covering the majority of the population, including entrepreneurs, with financial literacy measures.

The list of measures contributing to the achievement of strategic objective No. 1 “High-quality basic financial education,” changed most considerably. Today, this strategic objective has the highest priority and contains the largest number of measures compared to other strategic objectives. In particular, two new measures were added concerning the organization of competitions among schoolchildren to motivate them to become financially literate. These measures include a national selection for the European Money Quiz (the largest financial literacy competition in Europe for children aged 13-15) and a business ideas competition among 9th grade students taking the “Entrepreneurship and Financial Literacy” course.

Background information

The Strategy is developed and updated by an interdepartmental working group. The Strategy was approved and began to be implemented in 2024.
