At its meeting, the National Securities and Stock Market Commission approved the draft Resolution \u201cOn the Approval of the Regulations on the Procedure for the Issuance and Circulation of Domestic Local Bonds,\u201d which updates the rules governing the issuance and circulation of municipal bonds.<\/p>\n
The draft brings the rules into line with the Budget Code of Ukraine and specifies which bodies are authorized to decide on the issuance of municipal bonds. These include the Supreme Council of the Autonomous Republic of Crimea, as well as regional, city, town, and village councils.<\/p>\n
Communities are also gaining greater opportunities to raise funds through capital markets. Two options for issuing municipal bonds are provided for:<\/p>\n
\u25cf under a single offering prospectus\u2014this will allow a community to raise the entire planned amount of funding within a single issuance during the fiscal year;
\n\u25cf through a mechanism involving a base prospectus and separate issuances within approved parameters\u2014in this case, local councils will be able to make several bond issuances throughout the year without having to prepare a new prospectus for each issuance, depending on the community\u2019s needs.<\/p>\n
At the same time, the NSSMC reduced the documentation processing time for bond issuance registration to 7 business days. <\/p>\n
