Specifically, the implementation of 12 (or roughly 12%) of 104 strategic measures has been completed. The highest percentages of implemented measures have been achieved for Goal II Financial Stability (19%) and Goal I Macroeconomic Stability (17%). For Goals III and V, these rates of progress are 12% and 5%, respectively. Target values have been reached for 4 (29%) of 14 strategic-goal implementation benchmarks.<\/p>\n<p>The following key achievements were made in 2025 while implementing the Strategy:<\/p>\n<p>\u25cf A resilience assessment of banks was held, including the stress testing of 21 largest banks under the baseline scenario with the subsequent setting of required capital adequacy ratios<br \/>\n\u25cf The penetration rate of net business loans relative to Ukraine\u2019s GDP rose to 8.7%, up from 7.7% in 2024<br \/>\n\u25cf The Mortgage Lending Development Strategy was approved<br \/>\n\u25cf New wording of the Law of Ukraine On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine on Regulating the Circulation of Virtual Assets in Ukraine was presented<br \/>\n\u25cf A draft law on personal investment accounts was registered with the Verkhovna Rada of Ukraine<br \/>\n\u25cf Repatriation of dividends was allowed within the investment limit<br \/>\n\u25cf New capabilities were introduced for clearing institutions as part of developing a risk management and guarantee system, an action that will facilitate the further development of securities settlements on a T+ basis<br \/>\n\u25cf The Regulation on the Organization of Measures to Ensure Information Security and Cyber Security by Financial Service Providers was approved<br \/>\n\u25cf Financial disclosure in XBLR format was reinstated<br \/>\n\u25cf The Medium-Term Debt Strategy for 2026\u20132028 was greenlighted<br \/>\n\u25cf The Financial Stability Council developed and approved the agreed-upon target model of capital markets infrastructure<br \/>\n\u25cf Uniform rules for pension payments were introduced for all individuals<br \/>\n\u25cf An electronic register of DGF participants was introduced as part of digitalization development<br \/>\n\u25cf The mechanisms for paying out guaranteed reimbursement for deposits were improved, in particular by developing remote services (including those provided through the digital public services app Diia), as were the mechanisms for satisfying claims made by creditors of DGF-managed banks<br \/>\n\u25cf Instruments for removing insolvent banks from the market as an alternative to liquidation were used, helping protect the funds of banks\u2019 depositors and creditors and preserve the DGF\u2019s funds<br \/>\n\u25cf The Regulation On Use of Cloud-Computing Technology was approved<br \/>\n\u25cf The Law of Ukraine On the National Development Institution was passed<br \/>\n\u25cf Legislation that protects economic competition was aligned with the EU acquis<br \/>\n\u25cf The Draft Law On Amending Certain Laws of Ukraine Regarding Certain Issues Related to the Activities of the Deposit Guarantee Fund, the National Bank of Ukraine and Collective Investment Undertakings (Registration No. 13007) was prepared and supported and is awaiting approval from the Verkhovna Rada of Ukraine in principle<br \/>\n\u25cf A draft law was developed to implement Directive (EU) 2021\/2167 on credit servicers and credit purchasers<br \/>\n\u25cf Approaches to the introduction of war-risk insurance in Ukraine were updated<br \/>\n\u25cf The NSSMC applied to join the Multilateral Memorandum of Understanding (MMoU) and the Enhanced Multilateral Memorandum of Understanding (EMMoU) of the International Organization of Securities Commissions (IOSCO)<br \/>\n\u25cf Management of the state-owned stake in the National Depository of Ukraine was transferred to the NBU.<\/p>\n<p>The plan for 2026 is to fully implement 35% of the measures, bringing the total to 47% of all measures under the Strategy. Although the Strategy is open-ended, each measure has designated responsible parties and implementation deadlines. The final implementation deadline for all of the Strategy\u2019s measures is the end of 2030.<\/p>\n<p>For details about progress implementing strategic measures to develop the Ukrainian financial market, as of late 2025, see the <strong><a href=\"https:\/\/www.nssmc.gov.ua\/wp-content\/uploads\/2026\/05\/Report-on-Strategy-of-Ukrainian-Financial-Sector-Development.pdf\" target=\"_blank\" rel=\"noopener\">Report<\/a><\/strong>.<\/p>\n<p><em>For reference:<\/em><\/p>\n<p><em>The NBU, the MoF, the NSSMC, and the DGF approved the <a href=\"https:\/\/bank.gov.ua\/admin_uploads\/article\/Strategy_finsector_NBU.pdf?v=7\" target=\"_blank\" rel=\"noopener\">Strategy of Ukrainian Financial Sector Development<\/a> in 2023. In August 2025, the Strategy was updated to include a full list featuring priority reforms of financial market infrastructure aimed at maximizing opportunities to attract private investment.<\/em><\/p>\n<p><em>The Strategy\u2019s purpose is to ensure continued reform of the Ukrainian financial sector to guarantee its development, sustainability, efficiency, competitiveness, global integration, resilience to challenges, and capability to facilitate the Ukrainian economy\u2019s recovery.<\/em><\/p>\n<p><em>The Strategy defines five strategic goals: macroeconomic stability; financial stability; the financial system operating for the country\u2019s recovery and integrating into the EU; modern financial services; and institutional capacity of regulators and the Deposit Guarantee Fund. These goals are broken down into 27 strategic initiatives to develop the Ukrainian financial sector. Implementing the initiatives \u2013 and ultimately the Strategy itself \u2013 involves taking a total of 104 strategic measures.
