The National Securities and Stock Market Commission of Ukraine (NSSMC) has officially signed the IOSCO Multilateral Memorandum of Understanding (MMoU) \u2014 the principal international framework that brings together capital markets regulators from more than 100 jurisdictions worldwide. The signing ceremony took place at the IOSCO headquarters in Madrid.<\/p>\n

The signing was preceded by several years of preparatory work. The NSSMC consistently aligned Ukraine’s legislation with international standards, expanded its regulatory powers, and underwent a thorough assessment by IOSCO experts, who evaluated the NSSMC’s ability to cooperate effectively with foreign regulators, exchange information, conduct investigations, and ensure the protection of confidential information. The NSSMC successfully passed this assessment.<\/p>\n

“This signing is more than just another line in an international document. It is recognition that the Ukrainian regulator can engage on equal terms with the world’s leading supervisory authorities. Years of work on legislation, years of building trust\u2014and today we have the result: Ukraine has gained a direct channel of cooperation with regulators in more than 100 jurisdictions instead of having to obtain the necessary information through indirect and more formal procedures,”<\/em> said Oleksii Semeniuk, Chairman of the NSSMC.<\/p>\n

What does this mean in practice?<\/strong><\/p>\n

Now the NSSMC can directly and promptly cooperate with the regulators of other countries to exchange information about operations on capital markets, obtain data on the ultimate beneficial owners of market participants, request documents for investigations and jointly disclose cross-border violations: market manipulation, insider trading and other abuses..<\/p>\n

In practice, this means that transactions which could previously remain beyond the attention of the Ukrainian regulator due to the absence of a direct channel of cooperation with foreign counterparts will now be subject to joint oversight. Information exchange will take place on a reciprocal basis, with Ukraine also providing information to foreign regulators upon request.<\/p>\n

Why it matters for a country undergoing recovery<\/strong><\/p>\n

Investor confidence depends directly on how transparent and accountable the market is. Becoming a signatory to the IOSCO MMoU is one of the strongest international signals of trust in the financial sector. Signatory status enhances the transparency and integrity of Ukraine’s capital market, strengthens investor protection, and reinforces Ukraine’s international reputation as a country implementing the highest international regulatory standards.<\/p>\n

The participation of the Ukrainian delegation in the IOSCO meetings was supported by the World Bank under the Development Policy Operation (DPO) program. The program is aimed at supporting key structural reforms in Ukraine, including the development of capital markets, strengthening the institutional capacity of regulators, and implementing international regulatory standards.<\/p>\n

The World Bank’s support reflects the confidence of Ukraine’s international partners in the reform agenda being implemented by the NSSMC and contributes to the further integration of Ukraine’s capital market into the global financial system.<\/p>\n

IOSCO (International Organization of Securities Commissions)<\/strong> is the international organization that brings together securities regulators from more than 100 jurisdictions. Its members oversee approximately 95% of the world’s securities markets. IOSCO develops international regulatory standards aimed at protecting investors, ensuring market transparency, and developing international cooperation.<\/p>\n

MMoU (Multilateral Memorandum of Understanding)<\/strong> is the IOSCO multilateral memorandum on consultation, cooperation, and the exchange of information, the main international mechanism for cooperation among securities regulators. It allows for the prompt exchange of information and cooperation in the investigation of irregularities in the capital markets.<\/p>\n
