On 18 September, the National Securities and Stock Market Commission (NSSMC) and the Ukrainian Chamber of Commerce and Industry (UCCI) signed a Memorandum of Cooperation. The document formalizes the parties\u2019 prior agreements and puts their cooperation efforts into practice: to help Ukrainian companies better understand the opportunities offered by the capital market and use its instruments to raise funds.<\/strong><\/p>\n

The memorandum was signed by Oleksii Semeniuk, Chairman of the NSSMC, and Gennadiy Chyzhykov, President of the UCCI.<\/p>\n

This collaboration combines the strengths of both sides. The UCCI has an extensive regional and international network, brings together approximately 8,000 member companies, and works with tens of thousands of businesses. The Commission can provide businesses with regulatory and expert support, explain the mechanisms for raising funds through the capital market, and facilitate dialogue with its professional participants.<\/p>\n

\u201cIt is important to us that this collaboration yields concrete results \u2014 that Ukrainian businesses turn to the capital market to secure resources for their development. We are ready to show companies this path: what instruments are available, how financing is attracted, and what requirements and opportunities the market offers. The UCCI has direct contact with thousands of enterprises across the country. By combining these capabilities, we can bridge the gap between businesses in need of capital and investors willing to provide it,\u201d<\/em> \u2014 said Oleksii Semeniuk, Chairman of the NSSMC.<\/strong><\/p>\n

During the meeting, the sides agreed not to limit their cooperation to the exchange of information. The next practical step will be to work directly with companies that are potentially ready to raise capital through the capital market.<\/strong><\/p>\n

In particular, the NSSMC, in collaboration with the UCCI, plans to organize practical meetings for businesses, during which entrepreneurs will be given plain-language explanations of how capital market instruments work: how a company can issue corporate bonds, what steps need to be taken, how long the process takes, what costs are involved, and how to interact with professional market participants and potential investors.<\/p>\n

A separate focus will be feedback from the business community.<\/strong> The Commission expects to receive, through the network of the UCCI, practical case studies and suggestions from entrepreneurs regarding regulatory procedures and barriers that hinder access to the capital market. This will make it possible to assess the need for further deregulation and improvement of the regulatory framework, based on companies\u2019 real-world experience.<\/p>\n

\u201cIt is very important for us to send the right positive signals to businesses both in Ukraine and abroad. When Ukrainian businesses and citizens feel secure and see opportunities for investment, this will create the foundation for attracting more investment. Our primary goal is for Ukrainian businesses to believe in their country, believe in themselves, and invest in their own development. By joining forces, we are creating new opportunities and working toward the future,\u201d<\/em> emphasized Gennadiy Chyzhykov, President of the UCCI.<\/p>\n

Among the areas covered by the Memorandum are the development and practical application of modern financial and investment instruments; engaging the business community and professional circles in discussions on new solutions; exchanging proposals on improving regulation and removing barriers; and holding joint consultations, working meetings, and events for entrepreneurs.<\/p>\n

The sides paid particular attention to investor protection and market confidence.<\/strong> During the meeting, Oleksii Semeniuk emphasized that the development of new instruments must go hand in hand with strengthening the regulator\u2019s ability to respond to violations and prevent the use of securities in questionable transactions.<\/p>\n

Therefore, the Memorandum should not be merely a formal declaration of cooperation, but rather a platform through which business needs will be transformed into practical solutions, and capital market opportunities into financing instruments that entrepreneurs can easily understand.<\/strong><\/p>\n
