As of the end of October, Ukrainians held government bonds worth over UAH 107 billion (in 2021, this amount was only UAH 14.1 billion), while legal entities held bonds worth over UAH 166.7 billion.

The total circulation of domestic government bonds (OVDPs) exceeded UAH 1.89 trillion. This year, the volume of investments by legal entities and natural persons in OVDPs increased by 27.5% compared to October 2024.

In October 2025, an equivalent of UAH 64.7 billion was raised for the state budget through the placement of OVDPs.

“This is a historic record and an indicator of growing public confidence in government financial instruments. Ukrainians are increasingly investing in their own country,” wrote Ruslan Magomedov, Chairman of the NSSMC, on his Telegram channel.

This was made possible by the Commission’s systematic work aimed at developing the investment market for citizens.

For example, back in 2022, the NSSMC simplified the procedure for opening securities accounts for natural persons. This allowed investors to quickly and conveniently purchase OVDPs even during martial law.

Currently, government bonds can be purchased in just a few clicks — through mobile phone applications by investment companies or using the Diia application, which is a joint project of the NSSMC and MinDigit (the Ministry of Digital Transformation of Ukraine).

The Commission continues to digitize the capital market. The next step will be the launch of individual investment accounts (IIAs) — a new tool for attracting citizens’ savings (household savings) to the development of the economy.

“We actively cooperate with businesses and professional market participants to expand investment opportunities for Ukrainians. Our task is to create tools that do not compete with each other but form a holistic financial ecosystem,” Ruslan Magomedov concluded.
