Budget

In accordance with Article 28 of the Budget Code of Ukraine, the National Securities and Stock Market Commission submits budget requests (including information about the purpose, tasks and expected results expected to be achieved when executing budget programs) on its official website.

In accordance with the norms of the Budget Code and the order of the Ministry of Finance No. 1098 dated December 29, 2002, the National Securities and Stock Market Commission publishes passports of its budget programs and reports on their implementation.

The annual reports on the execution of budget program passports determine the actual performance indicators of budget programs and, together with official state statistical, financial, budget and other reports for the relevant budget period, as well as conclusions on the results of control measures carried out by the bodies authorized to exercise control over compliance with budget legislation , are used to assess the effectiveness of budget programs.

In accordance with Article 14 of the Law of Ukraine “On Accounting and Financial Reporting in Ukraine”, the NSSMC publishes annual financial statements, annual consolidated financial statements no later than April 30 of the year following the reporting period, by posting them on the official website.

Procurement by the National Securities and Stock Market Commission is carried out in accordance with an annual plan — the Law of Ukraine On Public Procurement.

Information on the structure, principles of determination, and amount of compensation for the NSSMC Chairman and NSSMC Commissioners, as of 01 July 2026

Remuneration for the NSSMC Chairman and the NSSMC Commissioners is paid in accordance with:

The Law of Ukraine “On State Regulation of Capital Markets and Organized Commodity Markets”;

Resolution of the Cabinet of Ministers of Ukraine No. 304 dated 20 April 2016, “On the Terms of Remuneration for Officials, Heads, and Senior Employees of Certain State Bodies Not Covered by the Law of Ukraine ‘On the Civil Service.”

The base salary of the NSSMC Chairman and the NSSMC Commissioners is established in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 20 April 2016 No. 304 “On the Terms of Remuneration for Officials, Heads, and Senior Employees of Certain State Bodies Not Covered by the Law of Ukraine ‘On Public Service’,” and, as of 01 July 2026, it amounts to:

NSSMC Chairman – UAH 144,425.00

NSSMC Commissioner – UAH 129,983.00

Pursuant to Article 22 of the Law of Ukraine “On State Regulation of Capital Markets and Organized Commodity Markets,” the salaries of Commission employees consist of:

• base salary
• additional pay for work involving access to state secrets;
• additional pay for high workload;
• bonuses (if applicable).

Bonuses for the NSSMC Chairman and NSSMC Commissioners are awarded by the Commission as a collegial body.
