Key NSSMC decisions dated 12 Dec 2025

Within the scope of regulatory activities, the Commission:

• approved the draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Managing Assets Subject to a Court Decision on the Application of Sanctions Provided for in Clause 11 of Part One of Article 4 of the Law of Ukraine ‘On Sanctions’”;
• approved the draft Order of the Ministry of Finance of Ukraine “On Amendments to Certain Orders of the Ministry of Finance of Ukraine”;
• made amendments to the NSSMC Resolution No. 2407 dated 15 October 2013.

Within the scope of supervision, the Commission:

• amended the list of assets, including cash belonging to clients/depositors of FREEDOM FINANCE UKRAINE LLC, to which the sanction of “asset freezing” was applied.

Regarding registration and licensing issues, the Commission:

• registered reports on the results of the issue of registered corporate bonds of Series D of CARD SERVICE LLC;
• registered a report on the results of the issue of bonds of Series D without a public offering by YAVIR-INVEST LLC;
• registered a report on the results of the issue of registered corporate bonds Series A of FINANSOVA KOMPANIYA FINVIN LLC;
• registered the issue of shares of STRAKHOVA GRUPA TAS PrJSC (without a public offering);
• registered the issue and approval of the prospectus for registered corporate bonds of Series M of NovaPay Credit LLC;
• approved Appendix No. 8 to the base prospectus of corporate bonds of Finansova Kompaniya Aktivitis LLC;
• registered the issue of shares of ZNVKIF FLEON JSC for the purpose of joint investment and the prospectus for the issue of these shares;
• approved the draft charter and registration of the issue of shares of ZNVKIF OBRIY CAPITAL LLC, ZNVKIF ALFAT JSC, ZNVKIF TANTAL INVEST JSC for the purpose of forming the initial authorized capital;
• approved the intention by a person to acquire a significant stake in the professional participant of the capital markets KOMPANIYA Z UPRAVLINNIA AKTYVAMY CITY-INVEST LLC.
