NSSMC presented the concept for a new draft law on voluntary pension funds

During the presentation, the drafters of the law outlined key approaches to reforming the private pension system and developing a funded pension system in Ukraine. The draft law was prepared as part of the FINMAR project, which aims to align Ukrainian legislation with EU regulations and international financial market standards.

Specifically, the concept calls for the implementation of EU directives on occupational pensions, strengthening the protection of pension savings for participants in the third-tier pension system, and laying the groundwork for the further development of the cumulative pension system.

Separately, participants were introduced to a new model for managing pension assets, which involves the creation of a pension company with a system of corporate governance and internal controls. A mechanism for transforming existing non-state pension funds into voluntary pension funds in accordance with the new regulatory model was also presented.

The presentation also highlighted issues that require further discussion, including safeguards for pension plan participants, cross-border operations, and the specific features of the tax regime for pension funds.
