European integration of capital markets: the Commission approved a plan to align legislation with EU standards

The National Securities and Stock Market Commission approved an action plan for implementing the National Program for the Adaptation of Ukrainian Legislation to European Union Law (EU acquis).

The document sets out the priorities and timelines for implementing the tasks outlined in the National Program, approved by Resolution of the Cabinet of Ministers of Ukraine No. 438 dated 01 April 2026, for which the NSSMC was designated as the lead or co-implementing agency.

The plan envisages the drafting of laws and regulatory legal acts necessary for the implementation of EU standards in the capital markets sector. In total, the Commission is tasked with aligning 187 regulatory legal acts with EU standards and with drafting 22 laws for the capital markets sector.

Key priorities include:
– updating corporate governance rules and protecting shareholder rights;
– aligning capital market regulation with EU standards;
– strengthening prudential supervision of investment firms;
– establishing an investor compensation system;
– developing electronic reporting and increasing the transparency of capital markets;
– improving regulation in the areas of financial services, pensions, the activities of professional capital market participants, and disclosure of information.

The implementation of the plan is intended to ensure that Ukraine’s capital market regulation continues to align with EU rules and that Ukraine fulfills its obligations as part of the EU integration process.
