The development of local communities requires significant financial resources, especially when it comes to large-scale infrastructure and reconstruction projects. One source of such funding could be domestic local government bonds.
The potential uses of this tool were discussed during a meeting with local communities in Ivano-Frankivsk Oblast, attended by Arsen Ilin, NSSMC Commissioner.
During the meeting, community representatives were briefed on the process for issuing local government bonds, the key requirements for issuers, and the options for using the raised funds to implement specific projects.
Local government bonds are a financial instrument that allows a local self-government body to raise funds for a specified term to finance specific community needs. The funds are repaid to investors in accordance with the terms of the bond issue.
For communities, this is an opportunity to secure additional resources for implementing projects without relying solely on current revenues from the local or national budgets. At the same time, to make effective use of this tool, it is important not only to explain its capabilities but also to remove the practical barriers that communities face.
To make it easier for local communities to access the debt market, the Commission has updated the procedures for issuing and trading domestic government bonds. The new rules simplify the process of issuing local government bonds, and the Commission has reduced the timeframe for registering an issue to seven business days.
The Commission is gradually expanding its dialogue with local communities to ensure that capital market instruments serve their actual needs — from reconstruction and housing projects to the development of local infrastructure.
The goal is to transform local bonds from a formally accessible mechanism into a practical tool for attracting investment in community development. This will enable communities that have high-quality projects and need resources to implement them to access the capital market and raise funds for specific changes in their areas.
