“Money Is a Commodity”: The Chairperson of the NSSMC on Financial Literacy and Investment Guidelines

During the period of full-scale war and economic instability, the issues of preserving funds and making informed investments become critically important. In an interview with the YouTube channel Minfin, Ruslan Mahomedov, Chairperson of the National Securities and Stock Market Commission, shared practical advice on safe investing in today’s conditions.

The first step for every investor is knowledge. That is why the NSSMC created the platform “Vnesok”, an official resource with verified and up-to-date information. It contains basic materials for those beginning their investment journey.

Ruslan Mahomedov emphasized that an investor should first assess their investment horizon and acceptable level of risk. For those seeking maximum stability, he recommended focusing on conservative instruments such as domestic government bonds (OVDPs) and bank deposits.

The Chairman of the NSSMC drew special attention to the fact that government bonds (OVDPs) can be denominated both in hryvnias and in foreign currencies — US dollars and euros.
This allows investors with foreign currency savings to preserve their value and avoid devaluation risks.

“Remember that money is a commodity, and its price changes over time. Therefore, every investment decision should be based on analysis: what rates banks offer, as well as what is happening in the primary and secondary markets for government bonds (OVDPs),” said Ruslan Mahomedov.

Additionally, the NSSMC is actively working on creating investment tools to support the country’s economy. Specifically, this involves an investment account mechanism that individuals will be able to open through licensed investment firms.
This instrument will expand citizens’ investment opportunities and open new channels for attracting funds into the economy.

The relevant draft law No. 8111 has already been registered in the Verkhovna Rada and requires parliamentary support for full implementation.
