NSSMC calls for discussing a new version of the procedure for issuing and trading shares

The Commission approved the revised draft Resolution “On Amendments to the Regulations on Share issue, Registration and Cancelation of Share Issue Registration in a New Edition.”

The Regulations propose changes to the procedure for issuing and trading shares, taking into account the requirements of the legislation on administrative procedure and proposals received after the practical application of the current procedure. For this, the Regulations:
• improved the procedure for administrative proceedings when performing administrative actions;
• made relevant changes to replace the term “official communication channel” with the term “CIS personal account”;
• set out the issuer’s questionnaire to provide relevant information to the central depository for the purpose of forming a temporary/global certificate;
• improved the procedure for transforming a joint-stock company.

The Regulations also standardize and group the appendices: their number reduced from 50 to 27. This has led to a number of specific changes in the document, so it has been decided to prepare a new version of the Regulations and make it available for discussion.
