The European Commission published the 2025 Ukraine Report as part of the 2025 EU Enlargement Package, in which Ukraine received its highest assessment in three years, with positive results in all 36 chapters.
The Report confirmed that Ukraine has been making steady progress in implementing legislation in line with EU requirements, and that the path to EU membership remains one of the country’s key priorities.
The NSSMC is in charge of and involved in the implementation of three chapters of the Report, on corporate law, financial services, and social policy, and shows steady progress in each of them:
• Chapter 6 “Corporate Law.” The draft Law of Ukraine No. 12376 was submitted to improve investor protection and harmonize it with EU standards, and amendments to audit legislation were developed to implement the EU Directive 2022/2464.
• Section 9 “Financial Services.” The Roadmap for Sustainable Financing 2025–2030 was approved, and the draft Law of Ukraine No. 13246 on investment funds was registered.
• Chapter 19 “Social Policy and Employment.” The draft Law of Ukraine No. 12376 was prepared to implement the EU Directive 2022/2381 on gender equality in corporate management bodies.
Therefore, further progress in harmonization with the EU depends on the prompt adoption of the above-mentioned draft laws by the Parliament.
In general, the implementation of these measures will contribute to deepening Ukraine’s integration into the EU financial market, increasing investor confidence, and strengthening the stability of the financial system. It will also ensure that Ukrainian regulations comply with European standards and will stimulate the development of sustainable financing and collective investment.
