On 23 September, the Commission approved the Roadmap and Analysis “Regulatory alignment of capital market legislation in view of Ukraine’s EU accession” under Chapter 9 “Financial services”
The document specifies the stages and deadlines for the implementation and will serve as a practical tool for bringing the Ukrainian capital market closer to EU standards in the process of negotiations on Ukraine’s accession to the EU. It is available in Ukrainian and English.
The roadmap contains a comparative analysis of current Ukrainian legislation and EU standards, identifies gaps, and outlines the main areas for harmonization.
Key areas of implementation include regulation of investment services and activities of investment firms, corporate governance and transparency of issuers, functioning of stock exchanges, development of collective investments and pension funds, derivative financial instrument markets and commodity markets, as well as protection of investor rights.
Based on the results of self-screening and screening meetings, a final report was prepared, which became the basis for further steps in bringing Ukrainian legislation closer to EU law.
Earlier, on 28 February 2022, Ukraine applied for EU membership, and the Verkhovna Rada of Ukraine called on EU member states and institutions to support the opening of negotiations (Resolution No. 3512-IX dated 09 December 2023).
