To ensure that decisions are made without undue delay and that internal procedures align with the current structure, the National Securities and Stock Market Commission approved a new procedure for delegating certain powers to its officials. The document updates the internal division of responsibilities and reflects the personnel and organizational changes that took place within the Commission.

The new Regulation does not change the Commission’s powers as defined by legislation. It specifies which officials can make decisions on specific matters on behalf of the Commission within the scope of their authority. This allows for faster processing of documents without having to bring every technical or procedural issue before a collegial body for consideration.

In particular, the document defines the authority of the directors of relevant departments to register securities issues, carry out licensing and authorization procedures, conduct certain administrative proceedings, conduct inspections, and sign documents necessary for the provision of administrative services and the functioning of capital markets.

The new document was adopted due to staff changes, updating the Commission’s structure, and changes to the names of departments and positions. The previous Regulation, adopted in early 2026, had undergone numerous changes, so instead of making yet another set of amendments, the Commission prepared a new document.
