New opportunities for Ukrainian capital markets: NSSMC and Euronext agreed on priorities

Oleksii Semeniuk, Chairman of the National Securities and Stock Market Commission, and Commissioner Maksym Libanov met with representatives of Euronext, a leading European exchange group, during a working visit to Paris.

This exchange has branches in seven European countries and lists over 1,800 issuers with a market capitalization of EUR 7 trillion. The group is not resting on its laurels and continues to expand its presence across the continent.

For example, it recently acquired a controlling stake in the Athens Stock Exchange (ATHEX), enabling the Greek market to integrate into a single technology platform and liquidity pool network. With its broad customer base, Euronext already accounts for 29% of European equity trading.

In light of this experience, the sides discussed key areas for the development of the Ukrainian stock market. In particular, they discussed modernizing the exchange infrastructure, increasing market liquidity, introducing modern trading and clearing technologies, and aligning the regulatory environment with EU standards.

Particular attention was paid to the prospects for cooperation regarding the listing of Ukrainian issuers on international markets, the development of capital market instruments—specifically bonds and structured products—as well as the implementation of best practices in corporate governance and disclosure.

The Commission emphasized the importance of exchanging experiences with leading European institutions to boost investor confidence and create conditions for attracting foreign capital to Ukraine’s economy.

For their part, Euronext representatives expressed interest in deepening cooperation and supporting reforms aimed at developing a transparent, efficient, and competitive capital market in Ukraine.

Following the meeting, the sides agreed to continue their dialogue and explore specific areas of cooperation, including technical support, training programs, and potential pilot projects.

The Commission continues to work on integrating the Ukrainian capital market into international financial markets and implementing global best practices in regulation.
