Changes within the Commission should yield results that the market can see. This was the focus of the NSSMC teams during the second day of the OKR Festival, where they reviewed their progress and set goals and key results for Q4 2026.

Opening the second day of the festival, Commission Chairman Oleksii Semeniuk emphasized that changes in work practices have already made it possible to advance a number of initiatives that are important for the market.

“Over the past year, we have made significant progress in several areas. With the Commission’s active participation, a law on securitization was passed, and we are working on deregulating private placements and making changes in the area of collective investment institutions. We expect further progress on legislation regarding virtual assets and private pension plans. Behind all of this is the systematic work of our team,” said Oleksii Semeniuk.

He also highlighted changes within the Commission itself. The team underwent an internal restructuring and eliminated some bureaucratic procedures, which allows it to work faster and more efficiently.

“All this work was not done by me or by members of the Commission — it was done by all of us together,” the Chairman emphasized.

Oleksii Semeniuk also thanked the employees for their work amid the war and for continuing to fulfill their duties in spite of bombardments and difficult circumstances.

“Despite everything that is happening around us, you come to work every day and do your job. You do this for the country, and in this, too, you are contributing to its resilience,” he said.

Speaking specifically about OKR, the chairman urged everyone not to limit themselves to tasks that need to be completed anyway, but to set ambitious goals.

“It’s better to achieve 70% of an ambitious goal than 100% of what you would have done anyway,” emphasized Oleksii Semeniuk.
According to him, OKRs also help align the work of different departments: to determine exactly what needs to be done, what results are expected, and where colleagues’ involvement is needed to achieve them.

“The main idea is to be specific, clear to others, and open to criticism. This isn’t about intentions, but about specific goals and results: exactly what will be done and what kind of assistance is needed to achieve it,” the Chairman emphasized.

For reference

OKR (Objectives and Key Results) is a management methodology that involves setting goals and measurable outcomes to assess their achievement. At the Commission, OKR is used for quarterly planning and to coordinate work across departments.
