The National Securities and Stock Market Commission, the National Bank of Ukraine, the Ministry of Education and Science of Ukraine, the Deposit Guarantee Fund, the Ministry of Economy and Environment of Ukraine, the Ministry of Digital Transformation of Ukraine, and the State Agency “The Office for Entrepreneurship and Export Development” have been for two years implementing the National Strategy for Financial Literacy Development until 2030 (the “Strategy”) and are now reporting on the progress achieved in 2025.
The Strategy’s implementation is proceeding according to plan
The Strategy’s Roadmap is aimed at achieving five strategic goals and encompasses 22 key initiatives, broken down into 82 specific actions. The most progress has been made in implementing measures aimed at achieving Strategic Goal 1 “High-Quality Basic Financial Education,” and Strategic Goal 2 “Responsible Financial Life.”
As of the end of 2025, 13% or 11 actions of the Strategy’s Roadmap had been completed, while another 61% or 50 actions were in the process of implementation according to plan. The Strategy is being implemented in accordance with the planned timeline; there are no deviations from it.
The successful achievement of most of the strategic goal indicators was the result of systematic reforms in education and the active development of digital educational resources in Ukraine, aimed at improving the financial literacy of various target groups.
Strategic Goal 1 “High-Quality Basic Financial Education”
The most significant achievement in the development of high-quality basic financial education in Ukraine has been the introduction, starting in September 2025, of the mandatory course “Entrepreneurship and Financial Literacy” in 8th grade classes at all schools in Ukraine. In addition, during the reporting period, textbooks and other supporting materials were prepared to continue the study of this subject in 9th grade starting in September 2026, and financial literacy curricula were developed for 10th–12th grade high school students. It is important to develop a community of educators who are experts in financial literacy; for them, professional development courses and the annual “FinLit Forum: Implementing Financial Literacy in the New Ukrainian School” conference were held. In addition, various motivational and educational events for children and youth were organized throughout 2025.
Strategic Goal 2 “Responsible Financial Life”
As part of the activities carried out to achieve Strategic Objective 2, educational products were developed to meet the needs of various target groups. Particular attention was paid to creating educational materials — including online courses — designed to improve the financial literacy of military personnel, veterans and their family members, IDPs and senior citizens. A series of surveys was conducted on the topic of “Financial Security and Habits of Young People,” focusing on awareness of savings and the deposit insurance system for natural persons. In addition, the II All-Ukrainian Online Financial Literacy Testing was held on the free online platform “Harazd.” The Money Museum updated its program of educational events, in particular by hosting webinars and online tours, which significantly expands its reach. A landmark event was the organization of the large-scale exhibition-expedition “The Hryvnia: More Than Just Money” at the Ukrainian House, which was visited by over 35,000 people.
Strategic Goal 3 “Financially Literate Entrepreneurs”
The main achievements in implementing Strategic Goal 3 in 2025 included the launch of various educational and grant programs and online courses for entrepreneurs; the organization of training sessions to develop entrepreneurial skills, primarily for young people, women, veterans, IDPs, the unemployed; and the diversification of content on the web platform “Diia.Business,” particularly by increasing the number of publications on financial instruments for businesses and promoting the development of export activities in Ukraine. The first targeted studies were conducted to assess the needs of small and medium-sized business owners regarding the necessity of deepening their financial knowledge in various aspects of running a business.
Strategic Goal 4 “Advanced Digital Financial Literacy”
As part of the implementation of measures under Strategic Objective 4, significant attention was devoted to raising public awareness of payment security and combating payment fraud. In particular, the #ScammerGoodbye (#ShakhraiGoodbye) awareness campaign lasted nearly seven months; a free online educational course on payment security, #ShakhraiGoodbye, was created; and a course was held for senior citizens to help them develop the skills needed to use financial services remotely. Specialized web platforms designed to improve the public’s financial literacy were upgraded: “Talan,” “Harazd,” “Vnesok,” and an online resource for teachers and trainers as part of the “FinCult Academy” project. A new Money Museum website was launched.
Strategic Goal 5 “An Ecosystem Friendly to Financial Literacy Development”
With the aim of building a friendly ecosystem for the development of financial literacy in Ukraine, cooperation with financial market participants was strengthened. In particular, joint projects were implemented, and the “FinLit Forum: Financial Literacy — A Shared Mission of the Financial Market” conference was held for the first time, with the participation of representatives from the banking community and the insurance market. Considerable attention was devoted to the development of international cooperation, particularly regarding the exchange of experience with countries participating in the Organization for Economic Cooperation and Development’s (“OECD”) International Network on Financial Education, as well as the implementation of a series of activities as part of Ukraine’s cooperation with the OECD under the OECD Technical Assistance Project on the Development of Financial Education, supported by the Ministry of Finance of the Kingdom of the Netherlands. In addition, scientific and educational activities continued at the Money Museum; in particular, the Second International Scientific Conference “Money & Banking: The History and Future of Money” was held.
However, there are certain risks associated with the Strategy’s implementation in the future. The most significant risk, particularly in 2024–2025, is the failure to secure external funding. This jeopardizes the implementation of the nine measures outlined in the Strategy, which are aimed at developing interactive learning tools capable of ensuring significant direct and indirect outreach of educational initiatives to broad segments of the population.

Background information
The Strategy was approved in 2024 and updated in 2025. It is an interagency strategic document developed at the initiative of the National Bank of Ukraine in collaboration with six government agencies (The Ministry of Education and Science of Ukraine, the Deposit Guarantee Fund, the National Securities and Stock Market Commission, the Ministry of Economy and Environment of Ukraine, the Ministry of Digital Transformation of Ukraine, and the State Agency “The Office for Entrepreneurship and Export Development”).
The adoption of the Strategy and the annual monitoring of the implementation of the measures outlined in its Roadmap are in line with the OECD Council’s Recommendations on the Development of Financial Literacy, particularly with regard to ensuring the effective implementation of the Strategy.
