The Chair of the National Securities and Stock Market Commission of Ukraine (NSSMC), Oleksii Semeniuk, held a working meeting with the Minister of Finance of Ukraine, Serhii Marchenko. The NSSMC Chair announced this in his Telegram channel.

One of the key topics discussed was the introduction of Individual Investment Accounts (IIAs).

“This instrument is intended to foster an investment culture and become a source of domestic capital. We agreed to keep this issue under joint supervision,” Oleksii Semeniuk emphasized.

Particular attention was also paid to eliminating the duplication of financial reporting for companies that operate under International Financial Reporting Standards (IFRS).

“Businesses should not be required to submit the same financial information in two different formats. We discussed amendments to the Tax Code that would allow companies to submit reports in international format without transforming them into national forms,” the NSSMC Chair noted.

The parties also discussed the development of the municipal bond market as a component of the formation of a full-fledged sub-sovereign debt market — with transparent rules, equal tax conditions and greater financial autonomy of territorial communities.

Another area of cooperation identified was the development of the organized agricultural commodities market, including the standardization of documentation, introduction of electronic document management, regulation of tax procedures, and the establishment of an appropriate regulatory framework for organized trading.

The parties also discussed coordination of actions and mutual support in implementing these initiatives.

“We share a common vision: capital markets must function as a tool to finance the country’s recovery and long-term development,” he concluded.
