The NSSMC hosted its first OKR Festival — an event where pilot departments and units reviewed their performance for Q1 2026. At the same time, it was not merely a report on work accomplished, but a lively discussion about shared goals, approaches, and the future of capital markets in Ukraine.

In his opening remarks, NSSMC Chairman Oleksii Semeniuk immediately set the tone: Ukraine must shift from a culture of saving to a culture of investing. According to him, the model of “saving for a rainy day” no longer meets the challenges of our time. Instead, investment must become the foundation of financial stability and citizens’ well-being.

Hence the main mission: to turn every Ukrainian into a capitalist. The goal is to create an environment where people have access to investment tools, can grow their own wealth, and at the same time support economic development.

The Chairman also emphasized that Ukraine is currently at a defining historical moment. Despite the war, the country is moving toward victory, after which there is expected to be significant interest in reconstruction. And it is the capital markets that are set to become one of the key drivers of this process. In this context, the Commission is not merely a regulator but part of the “fleet of change,” where the outcome depends on the work of every team.

A separate focus of the festival was the goals for the next quarter. These are based on a long-term vision: by 2030, the Commission aims to become a regulator at the Emerging Market level. Among the priorities are ensuring access to capital for businesses and the government, attracting “long-term capital” from investors, and strengthening institutional and EU integration capabilities. It is precisely these areas that translate into specific quarterly tasks for the teams.

OKR (Objectives and Key Results) plays a key role in this process — an approach that helps teams focus on priorities, measure results, and synchronize actions. Simply put, it’s a way to translate strategy into concrete steps and periodically check whether a team is moving in the right direction.

The very format of the festival underscores a shift in culture: instead of formal reporting, there is openness, dialogue, and shared responsibility. Here, OKR is viewed not as an additional burden, but as a tool that helps us move faster. As the Chairman noted, it is more like a “game with a result,” where it is important to experiment, adjust our approaches, and move forward together.

The first OKR Festival was not merely a review of achievements, but a signal of systemic changes in management approaches at the NSSMC. It is precisely this combination of a clear strategy, shared responsibility, and modern management tools that lays the foundation for the development of a capital market that will play a key role in Ukraine’s economic growth.
