The National Securities and Stock Market Commission cooperates with persons who report in good faith possible facts of corruption or corruption-related offences and other violations of the Law of Ukraine on Prevention of Corruption (hereinafter – the Law). Persons who provide assistance in preventing and combating corruption are protected by the state. Therefore, if you become aware of facts of violation of anti-corruption legislation by employees of the NSSMC and have a reasonable belief that the information is reliable, you may report the facts.

The notification may be provided in the following ways:

In writing: by sending an e-mail to: [email protected] or by leaving a message in the “Trust Box” located at the premises of the National Securities and Stock Market Commission (Sample Form of Corruption Report).

By phone: by calling the “Corruption Prevention Hotline”, which is open

from 9 a.m. to 6 p.m. from Monday to Thursday (lunch break from 1 p.m. to 1.45 p.m.)

from 9 a.m. to 4 p.m. 45 on Friday (lunch break from 13.00 to 13.45).

Using this online form

The information in the message must contain one or more of the following features:

  • violation of the restrictions on receiving gifts provided for in Article 23 of the Law;
  • prevention and settlement of a conflict of interest;
  • violation of the requirements for restrictions on joint work of close persons provided for in Article 27 of the Law;
  • violation of the requirements on restrictions on concurrent employment and combination with other activities provided for in Article 25 of the Law;
  • non-compliance with the legislation on ethical behaviour;
  • violation of the financial control requirements provided for in Articles 45-46, 48-52 of the Law;
  • violations related to organisation of work on prevention and detection of corruption;
  • violation of the requirements for conducting a special inspection under Article 56 of the Law.

ATTENTION! Notifications are subject to consideration if the following details are available:

  • name, surname, patronymic of the person who allegedly committed the offence, his/her position and place of work;
  • the text of the notification containing information on the facts of a corruption or corruption-related offence or other violation of the Law that can be verified;
  • surname, name, patronymic, address and signature of the person who sent the notification (author of the notification).

In addition, pursuant to Article 53 of the Law of Ukraine on Prevention of Corruption, reports of violations of the requirements of this Law made by an employee of the relevant body without specifying the author (anonymously) are subject to consideration. An anonymous report of a violation of anti-corruption legislation shall be considered if the information contained therein relates to a specific person and contains verifiable factual data.

The organisation of processing of the report (with indication of authorship and anonymity) is entrusted to the authorised unit for prevention and detection of corruption.

We remind you that the reporting of knowingly false information by a person entails liability under applicable law.

On 31 October 2025, the Corruption Prevention Unit of the National Securities and Stock Market Commission conducted online training for employees on the topic: “Rules of ethical conduct at the NSSMC. Integrity as an inherent part of the activities of Commission employees”.

The purpose of the event was to raise the level of legal awareness among Commission employees, foster a culture of ethical behavior, and promote adherence to the principles of integrity, transparency, and prevention of corruption risks in the activities of the NSSMC. During the training, participants were familiarized with the main provisions of the Law of Ukraine “On Prevention of Corruption” regarding the ethical behavior of public servants, the Code of Ethics of an Employee of the National Securities and Stock Market Commission, as well as practical aspects of applying ethical standards in everyday work.

During the training session, special attention was paid to:

  • the role of integrity as a key value for Commission employees;
  • the principles of impartiality, professionalism, and responsibility in the fulfillment of official duties;
  • the typology of ethical violations that most often occur in the activities of public servants;
  • the algorithm of actions for employees in the event of a situation that violates internal ethics.

The importance of fostering a culture of integrity, implementing preventive measures to minimize the risks of breaches of professional ethics, and ensuring public confidence in the Commission’s activities was also emphasized.

On 28 August 2025, the Corruption Prevention Unit of the NSSMC conducted online training for Commission employees on the topic: “Requirements, prohibitions and restrictions established by the Law of Ukraine ‘On Corruption Prevention’”, with the aim of increasing the level of legal awareness of employees and forming a sustainable approach to compliance with anti-corruption legislation.

Participants in the training were familiarized with the key provisions of the Law, in particular:

– requirements for preventing conflicts of interest and the procedure for resolving them;

– prohibition on the use of official powers for private interests;

– restrictions on receiving gifts;

– restrictions on working with close relatives.

Special attention was paid to the practical aspects of compliance with professional ethics, principles of integrity, and transparency in the Commission’s activities. Examples of typical violations of anti-corruption legislation by public servants were also considered, and an algorithm of actions to prevent them was identified. During the training, the importance of measures aimed at minimizing the risks of corruption was also emphasized.

The event contributed to improving the legal culture of Commission employees and ensuring the effective performance of their tasks in stock market regulation.

The National Agency for Corruption Prevention (NACP) presented a new guidebook entitled “Heroes Are Nearby: A Guide for Whistleblowers.”

In comic book format, it explains in simple and understandable terms who can be a whistleblower, what is considered corruption, corruption-related offenses, and other violations of the Law of Ukraine “On Prevention of Corruption,” how to properly collect evidence, prepare a report, and submit it. Particular attention is paid to whistleblower protection mechanisms, security guarantees, and legal support. The publication also contains real-life success stories of whistleblowers who, in 2024 — for the first time in Ukraine’s history — received rewards for whistleblowing totaling approximately UAH 15 million.
