Citizen requests are reviewed by the National Securities and Stock Market Commission in accordance with the requirements of the Law of Ukraine “On Citizen Requests”, dated 02 October 1996 No. 393/96-VR.

Written citizen requests should be addressed to: 01010, Kyiv, 8 Kniaziv Ostrozkykh St., Block 30.

Electronic citizen requests can be created using an online form or sent to: [email protected].

An electronic citizen request can be written in any format, but it must comply with the requirements of the Law of Ukraine “On Citizen Requests.” The request is required to:

include the sender’s last name, first name, patronymic, and place of residence;
explain the essence of the raised issue, comment, suggestion, statement or complaint, request or demand;
include the date and signature (if an electronic citizen request is sent without an electronic signature, it must be in the form of a scanned copy and/or photo copy);
include an email address to which a response can be sent, or other means of communication.

Important! Citizen requests will not be considered if:

the issue raised in the request does not fall within the competence of the NSSMC;
the request is formulated in violation of Article 5 of the Law of Ukraine “On Citizen Requests”;
the request contains obscene language or insults, calls for incitement of national, racial, or religious hatred.

The NCSSMF is based on the principles of publicity and openness in the work of state authorities. In accordance with the requirements of the Law of Ukraine “On Access to Public Information” dated January 13, 2011 No. 2939-VI, the Decree of the President of Ukraine “Issues of Providing Access to Public Information by Executive Bodies” No.547 / 2011 of 05.04.11, Decision of the NCCSF of 09.10.2012 No. 1403 “On Approval of the Procedure for Preparation and Submission of Requests for Public Information Managed by the National Commission on Securities and Stock Market”, the Commission publishes on the official website forms for submitting an information request from individuals, legal entities, citizens’ associations and inquiries by phone. The corresponding form is filled by a representative of the association of citizens, legal entity or individual.

In accordance with the Law of Ukraine “On Access to Public Information”, public information is displayed and documented by any means and on any medium of information obtained or created in the course of execution of the authorities by the authorities of their duties provided by the current legislation or which is in the possession of the subjects of power authorities, other administrators of public information, determined by this law.

Working hours: Monday – Friday from 10.00 to 16.00, break from 13.00 to 13.45.

The hotline accepts applications from individuals, legal entities, and stock market participants, including those on investor protection, countering illegal takeovers and seizures of enterprises, and provides information and advice.

If an applicant uses profanity or insults during a telephone conversation, or if his or her appeal contains calls to incite national, racial or religious hatred, the NSSMC employee (responsible person) has the right to terminate communication with such an applicant.

If the applicant does not name his/her surname, name, patronymic or provide other information during the telephone conversation, the oral appeal is considered anonymous and is not subject to consideration and registration.

Consideration of oral appeals received by the NSSMC telephone hotline and entered into the NSSMC electronic document management system is carried out in accordance with the requirements of the Law of Ukraine on Citizens Appeals.

The Procedure for the operation of the telephone hotline of the National Securities and Stock Market Commission on the functioning of capital markets and organised commodity markets was approved by the NSSMC Resolution dated 10.03.2025 No. 26/21/1946/K03 and registered in the Ministry of Justice of Ukraine on 20.03.2025 under No. 446/43852 at https://www.nssmc.gov.ua/document/?id=41428618.

In accordance with the Law of Ukraine on Free Legal Aid, it is possible to receive free legal services.
